Foreword from College Dean
The University is committed to ensuring the Health, Safety and Welfare of employees, students and visitors. As the Dean, I also am responsible for ensuring that we have a competent team of safety professionals working at the University to provide a quality and accessible service to all of our University colleagues in the Colleges and Services and therefore the way that we lead and manage safety, health and wellbeing within the College is of particular importance to me and my team.
My expectation for all staff within SSIS is to take an interest in the safety of themselves and others and do all that they can to demonstrate their commitment to safety on a daily basis. We aim to lead health and safety proactively to champion a positive safety culture across the University. This document sets out our approach to the way we manage safety in SSIS.
The Management Structure in SSIS
The College Manager, Heads of Discipline and their appointed deputies within SSIS are responsible for implementing the requirements of all relevant safety standards within their teams. All are actively encouraged to attend the ILM level 3 Health, Safety and Environment course to ensure they are fully conversant with the legal framework for safety and their role as a leader and manager. The Assistant College Manager, Infrastructure (ACMI) provides support.
The College Manager and Heads of Discipline are responsible for the following;
- Making themselves and their teams fully aware of the University Health and Safety Policy and their roles and responsibilities for safety
- Making an assessment of safety standards to understand which standards are relevant within the team
- Implementing the requirements of the relevant standards
- Ensuring that all staff have the training they need to carry out their role safely
- Identifying any staff required to attend specialist training to act in safety roles such as a Fire Marshal or First Aider
- Participating in audits and assessments and acting proactively on the results of any audits
- Actively encouraging all staff to raise safety concerns and to report incidents.
Staff are responsible for:
- Reporting hazards and incidents and making themselves aware of the processes and procedures to do this
- Cooperating with the safety arrangements and systems in place
- Making themselves aware of the Health and Safety Policy and standards and exercising their employee duties within these documents
The SSIS Health and Safety meeting
A formal discussion regarding Health and Safety will take place each term in a Full College Executive meeting, chaired by the Dean. Prior to the Health and Safety discussion members of the Full College Executive will ask their teams to input any questions, queries or concerns they may have. Each member of the College Executive will be asked to bring these items to the group for discussion.
In addition this meeting will discuss:
- Any incidents or accidents
- Staff training compliance including induction and refresher training
- Any new starters – has everyone had a local induction
- Any new health and safety standards – how to implement across the team
- Draft standards to consider as part of consultation
- Numbers of first aiders / fire marshals
- Any audit recommendations
This meeting will be recorded and any actions arising will be monitored on an action list until complete. Minutes and actions of the meeting will be shared with all SSIS employees via the SSIS Bulletin.
SSIS has a network of Induction Facilitators who support new members of staff in the College. During induction the Induction Facilitator should
- Ensure the member of staff is aware of the University Health and Safety Policy and standards
- Explain how to book onto the mandatory induction training which includes Health and Safety
- Encourage new members of staff with management duties to attend the ILM safety course and to contact the ACM Infrastructure for more information.
The Induction Facilitator will carry out a local induction with new members of staff and should use the University approved local induction checklist for this. All local induction should be recorded on the employee file.
All employees are required to attend the 3 yearly health and safety refresher programme and managers should make every effort to ensure staff attend. Compliance with training requirements will be monitored by the College Executive Group meeting every quarter.
Audits and improvement
As part of the University process for assessing compliance with Health and Safety Standards, SSIS will receive results of audits indicating how the College is performing on particular safety topics.
Results of these audits will be presented to the SSIS College Executive Group at the termly Health and Safety discussion by the ACMI. The results will be discussed and any actions arising will be logged and monitored until complete.
Emergency information for staff
SSIS has an approved Business Continuity Plan in place with a full list of SSIS contacts in the event of an Emergency. It is a duty of the ACMI to keep this document under review to ensure that it is up to date.
In the event of a member of SSIS staff needing first aid, details of local first aiders can be found in each building and on the Health and Safety Website
All SSIS staff are encouraged to take an active interest in their own wellbeing and partake in any wellness activities going on around the campuses. SSIS staff are encouraged to review the University Wellbeing webpages and identify any areas of interest to them.
All staff across the University have access to an employee assistance programme (Care First) 24 hours a day 7 days a week. Care First offer specialist advice to our staff on our behalf on any number of topics including health, finance, relationship issues, legal advice etc. they have a team of qualified professional counsellors who can offer you support to talk through any issues with which you need support.
