Professor of Public Policy in the Politics Department at Exeter University, and also in the School of Public Policy and Administration at Carleton University in Ottawa, Canada.

Director of the Carleton Research Unit on Innovation, Science and Environment (CRUISE)

Initiator and Editor of How Ottawa Spends, the School of Public Policy and Administration�s annual review of Canadian national priorities and public spending.

Author of numerous books on comparative and Canadian public policy and also on key areas of global governance such as intellectual property, trade, competition policy and environment.

Advisor and consultant to numerous government departments and agencies in Canada and internationally with agencies such as the OECD.
